Devan supports community capital projects inside and outside NYC as a Senior Project Manager with Hester Street. He collaborates with CBOs on efforts including identifying financing sources and negotiates with lenders; conducting financial analyses; developing acquisition and construction budgets; drafting funding proposals; and collaborating with architects, attorneys, brokers, contractors and  other development team members. With Hester Street, he has worked to develop program analyses, feasibility studies, project budgets/timelines, phasing plans, and more for projects including Queens Community House, VOCAL-NY, Far Rockaway Community Justice Center, H.E.Arts Center, and Make the Road NY.

Prior to joining Hester Street, Devan worked to develop affordable housing in Canada with an Indigenous-rooted non-profit firm where he was responsible for project managing approximately $90 million in affordable housing development across the province of British Columbia. He holds a Master’s in Community Planning from Vancouver Island University and during his studies he focused on the process and outcomes of waterfront development. This included the completion of an international research scholarship in Belize.
